Without the Light tag there's literally no use for it - and it's particularly bad here, because Lizardfolk have an entirely separate feature for creating actual weapons. Similarly, I think Natural Weapon is overcosted, because every single class except Wizards and Sorcerers can get something better from their basic weapon proficiencies (and even they get quarterstaffs and light crossbows), so at best it's an emergency option for a disarmed martial character and at worst you're moving your Wizard into melee range to make a 1d6+Str attack. The best they get is Druids, who can't take non-exotic armor above Hide, and that's +1AC at best before you get any magical or exotic gear.
